Here is a quick and easy way to make an amplified D-104 have great low end.

Change C6 and C9 to: 2 - 1uF, 16 volt Tantalums wired in series with the negatives tied together, for a total of .5uF at 32 volts non-polarized

Looking at your graph, I'm not seeing the low end falling off at all so I'm not sure what you are getting at. If anything, the 2000 is responding lower. The 2000 and Washington have completely different transmitter chains so you can't expect them to respond the same. There isn't anything "wrong...

Yes, metalized, polypropylene, monolithic, pretty much any non-polarized cap of at least 25 volts or higher is fine.
C119 is just the last cap in the transmit audio chain, It needs to be higher in value also to pass the bass.

One problem with injecting at C174 is it takes a few watts of audio to drive the modulator sufficiently. Line level from rack gear or a sound card isn't enough. You could also make C67 a little larger as well. Try a 10uF-25 or 50V electrolytic (observe polarity).
I know number one son in Idaho did every trick in the book to widen the receive on one of these and it just didn't get a whole lot better. I think the audio transformer limits the response.

.1 is fine as long as it didn't start motor-boating (low frequency flutter noise). It's what usually happens when coupling caps are too large of value on high impedance tube circuits.

Removing C170 just gives the receive more highs. It may sound OK just opening up the low end. You can just do the rest of the mod and see how it sounds.

Direct inject goes in at C235.
As far as C185 goes, you could just convert the rest of the receive caps and see if there is bass in the receive. There is some possibility that C185 is omitted on that chassis.

Added transmit hi-fi info:

Change C128 to 2.2uF, 3.3uF or 4.7uF, 16 volt electrolytic. This makes the inverting amplifier have a progressively more bass boost. Each change makes quite a bit of difference.

Change C190 to a 330uF, 16 volt or higher electrolytic.
